  • Chandigarh, May 20- Haryana Chief Secretary Mrs. Keshni Anand said that as Lockdown 4 has begun, Chief Minister, Mr. Manohar Lal has directed every Deputy Commissioner to ensure that no migrant labourer or worker wishing to go to their home states should walk on foot. Rather all such migrant labourers should be counseled and looked after in the relief camps till the time transportation arrangements are made by the concerned District Administration, she added.
  •           The Chief Secretary shared this while presiding over the meeting of the Crisis Coordination Committee with the Deputy Commissioners and Nodal Officers appointed for COVID-19, through video conferencing here today.
  •           She said that till now initiatives taken by the State Government for accommodating these migrant labourers have been praised throughout the country and this effort should be taken forward by sending these migrant labourers in a safe and systematic manner to their home places through Shramik trains and special bus services started by State Government.
  •           While directing the Officers concerned about the monitoring of containment zones, Chief Secretary said that now proper containment demarcation, contact tracing and clinical management in the Containment Zone would be the priority. She said that with the aim of implementing and understanding the right definition of Containment zones, Divisional and State level committees would be constituted so that implementation of all guidelines issued by Ministry of Home Affairs should be done in a timely manner. She said that Municipal Corporations, Sarpanches and Mayors have to play a big role in keeping a close eye on the containment zone.
  •           Raising concern over the mental health of the TB patients, young children, pregnant women and others in vulnerable groups, Chief Secretary said that a proactive approach through telemedicine and e-sanjivini should be taken to help such people to tackle their psychological problems. The number of awareness camps have to be increased along with strengthening public address system so that everyone should be aware of the containment zones.
  •           She said that COVID Care Centre should be linked with hospitals and an officer should be deployed for the monitoring of these Centres to ensure that proper food and other arrangements are being made in these centres. She directed that every Deputy Commissioner should ensure 100 per cent installation of Arogya Setu App so that the health tracking is effective.
  •           The Chief Secretary further directed that testing of all those coming from overseas and entering Haryana should be done meticulously and only after testing these people should be sent to their respective destinations. Apart from this, screening of people returning on buses should also be done in a systematic manner.
  •           The Chief Secretary further directed that teams have to be constituted under Incident Commanders to ensure that various Standard Operating Procedures (SOP) are followed meticulously by the establishments opening in the State.
