Haryana State Election Commissioner, Dr. Dalip Singh today announced the election programme for the conduct of Bye elections to fill up the vacant seats of Panches, Sarpanches of Gram Panchayat and Members of Panchayat Samitis

  • Chandigarh, August 10- Haryana State Election Commissioner, Dr. Dalip Singh today announced the election programme for the conduct of Bye elections to fill up the vacant seats of Panches, Sarpanches of Gram Panchayat and Members of Panchayat Samitis (for the remaining term). The poll for these elections would be held in 19 districts and 372 Gram Panchayats/ Panchayat Samitis/ Zila Parishad on September 2, 2018 between 8 am to 4 pm.
  •           Giving details of the programme, he said that the District Election Officer (Panchayat) would publish notice on August 10, 2018, nomination papers would be presented from August 17 to 23, 2018 from 10 am to 3 pm. The list of nominations papers received would be pasted and affidavit or declaration would be furnished from August 17 to 23, 2018.
  •           He said that the nomination papers would be scrutinized on August 24, 2018 from 10 am onwards. The last date for withdrawal of candidature by a candidate is August 25, 2018 up to 3 pm.The symbols would be allotted on August 25, 2018 after 3 pm. The list of contesting candidates would be pasted on August 25, 2018, immediately after the allotment of symbols. The counting of votes would be done, immediately after the close of poll and in case of repoll, the Commission might change the date and time of counting of votes, he added.
  •           He further added that according to the programme, Nomination papers for the election to Panches and Sarpanches of Gram Panchayats would be filed and received at the concerned Gram Panchayat Headquarter by the Returning Officer or Assistant Returning Officer (Panchayat) and the nomination paper for the members of Panchayat Samitis would be filed and received at the concerned Block Headquarter by the Returning Officer or Assistant Returning Officer.
  •           He said that the scrutiny of the nomination papers would be taken up by the Returning Officers only. 
  •           He also said that NOTA(None of the above) option would be used in the elections of Sarpanch, so that voters who come to the polling stations and decide not to vote for any candidate in fray, are able to exercise their right not to vote with maintaining their right of secrecy.
  •               He said that if any elector has not been issued Electoral Photo Identity Cards by the Election Commission of India, he or she would have to produce any one documentary evidence to establish his or her identity. Documentary evidences include driving license, PAN Card, Service Identity Card issued to employees by Central or State Government Offices, Public Sector Undertakings, Local Bodies or other public limited company, pass book of accounts having photograph opened in a scheduled bank or post office, freedom fighter identity card having photograph, Scheduled Castes or Scheduled Tribes or Other Backward Classes certificate having photograph issued by the competent authority, Arms License, job cards with photograph issued under the National Rural Employment Guarantee Scheme, property documents with photographs, pension documents, health insurance scheme smart cards, ration cards, Aadhaar Card and passport.
